State Transport Leasing Company (STLC) issued its debut deal on Wednesday with a USD500m 5-year at 5.95%. The 100% Russian government-owned Ba2/B+/BB- rated credit received a positive audience amid an otherwise fairly quiet CEEMEA space gaining around USD2.1bn
